How To Lower Your Los Angeles Real Property Tax Bill - Get a Reassessment

If you cannot get a satisfactory response, then you must complete Application for Deline in Value Reassessment Application (Proposition 8). As long as you file the Application by December 31, you will be notified by mail on or before July 1. Please note, however, that Proposition 8 reassessments are NOT permanent; they last only one year. Consequently, you may have to refile on an annual basis.

If you disagree with the Los Angeles County Assessor’s findings, you may file an appeal with the Assessment Appeals Board. Your appeal must be filed between July 2 and November 30 for your annual tax bill. To file an appeal with the Assessment Appeals Board, you will need to first request the Application which can be acquired:

To present an effective case you will need to provide evidence. First, you will want to make a written request to the Los Angeles County Assessor’s Office for a copy of the appraisal used by the county assessor to determine your assessed value. Generally, the county assessor should comply within 10 days. You may have to pay for copies 10 cents a page, if less than $10 you can request a waiver of the fee. Second, you will need proof that your property is in fact worth less which can come from: (1) MLS sold prices showing that homes/condos comparable to yours--similar size, amenities, age and location are selling for substantially less and (2) a well documented appraisal prepared by a certified appraiser.

As your hearing date approaches, you will need to decide if you want to meet with a hearing officer, or the full appeals board. If you present your case to a hearing officer the session will be simpler and more informal, though the appeals board will still have to review the officer's recommendation. The county suggests working with a hearing officer if your case is relatively simple; for complicated property-tax issues, ask for a full board hearing.
